The President signed the Decree “On temporary measures to regulate the legal status of foreign citizens and stateless persons in the Russian Federation in connection with the threat of the further spread of a new coronavirus infection (COVID-19)”.

In order to regulate the legal status of foreign citizens and stateless persons in the Russian Federation, to prevent the further spread of a new coronavirus infection (COVID-19), being guided by Article 80 of the Constitution of the Russian Federation, I decide:

1. To suspend for the period from March 15 to June 15, 2020 inclusive the course of:

a) the terms of temporary stay, temporary or permanent residence of foreign citizens and stateless persons in the Russian Federation, the periods for which foreign citizens and stateless persons are registered at the place of stay or registered at the place of residence, if such periods expire on the specified date period;

b) the terms of staying outside the Russian Federation for participants in the State program to facilitate the voluntary resettlement of compatriots living abroad, members of their families, persons who have received a temporary residence permit or residence permit, if these persons are not able to enter to the Russian Federation before the expiration of a 6-month period of stay outside it, necessary for making a decision on the cancellation of a certificate of a participant in the State Program s to assist the voluntary resettlement to the Russian Federation of compatriots living abroad (hereinafter - certificate of the participant of the State program), a temporary residence permit or a residence permit;

c) the term for the voluntary departure from the Russian Federation of foreign citizens and stateless persons, in respect of whom a decision was made on administrative expulsion from the Russian Federation, on deportation or transfer to a foreign state in accordance with the international treaty of the Russian Federation on readmission;;

d) the validity of the following documents that expire during the specified period: visa, temporary residence permit, residence permit, migration card with the expiration date stamped in it, refugee certificate, certificate of consideration of the application for recognition as a refugee in the territory of the Russian Federation Federations in essence, certificate of temporary asylum in the territory of the Russian Federation, certificate of participation in the State program, work permit, patent, times Addressing to attract and use foreign employees.

2. To establish that between March 15 and June 15, 2020 inclusively:

а) employers and customers of works (services), subject to the fulfillment of established restrictions and other measures aimed at ensuring the sanitary and epidemiological well-being of the population, are entitled, in the manner determined by the legislation of the Russian Federation, to attract and use as employees;

foreign citizens and stateless persons who arrived in the Russian Federation in a manner that does not require a visa and do not have patents;

b) with respect to foreign citizens and stateless persons, decisions are not made on the undesirability of their stay (residence), on administrative expulsion from the Russian Federation, on deportation or transfer to a foreign state in accordance with the international treaty of the Russian Federation on readmission, decisions on deprivation of refugee status , temporary asylum, the cancellation of previously issued visas, work permits, patents, temporary residence permits, residence permits, certificates of a participant of the State programs.

3. This Decree comes into force from the day of its signing.
